Providence rate hike request draws criticism

Health care — Consumer group OSPIRG questions whether data justifies steep rate increase

   SALEM — An independent Oregon consumer advocacy group and a number of state residents have criticized a  request by Providence Health Plans — the health insurance arm of the larger Providence organization, which includes Providence Newberg Medical Center — to raise rates by an average of 15.
