City budget — Five-year measure among possible cures for looming shortfall, but must be coupled with cuts to expenses, councilor says

   Bringing an operating levy before voters was one of the ideas discussed at greatest length earlier this week during a brainstorming session between Newberg city staff and elected officials about how to solve looming budget woes.
