St. Paul residents Doug and Margaret Buyserie allege that two foster children were removed from their care by the Department of Human Services suddenly and for unclear reasons in September. They also said their foster-parent certification is being revoked, but the formal letter that would allow them to appeal that decision has not yet arrived.
