Higher insurance rates kick in Nov. 1

Health care — State approves a lower, 12-percent increase for Providence Health Plans members

   An annual rate increase of an average of 12.2 percent will take effect Nov. 1 for the more than 12,000 Oregonians covered by Providence Health Plans — the health insurance arm of the larger Providence organization, which includes Providence Newberg Medical Center.
