Law sometimes a help, other times a hindrance to justice, pet owner laments

   The law, by definition, paints with a broad brush. It must, for how else could government work? To account for every minute variation of circumstance that could occur within the purview of a given law would require countless hours of research and debate — and nothing within our legislative branches would ever get done (insert obligatory joke about congressional gridlock here).
